This is to inform all interested applicants that Chemonics has extend the period for requesting a hard copy of the RFA as well as the deadline for submitting questions to December 12, 2010.

introduction

The Egypt Competitiveness project in Egypt (ECP) is a  three-year base period plus one option year project. The program is financed by USAID and managed by Chemonics International Inc. The ECP program is designed as a comprehensive, fully integrated program to provide technical assistance (related training, grants and commodity support) to enhance Egypt’s competitiveness through regulatory reform, streamlined business processes, improved labor skills and productivity, and a modernization of the financial sector. ECP’s approach focuses on four integrated components:

  • Supporting the development of a conducive regulatory environment,
  • Streamlined business processes in business registries and licensing’
  • Improving Workforce Development, labor skills and productivity to meet market demand, and
  • Strengthened financial sector including improving access to finance for Small and Medium Enterprises (SMEs).
Under the grants program, Chemonics will consider four different grant mechanisms during the implementation of the ECP program.  They are fixed obligation grant (FOG), simplified grant, standard grant, and in-kind grant.  Chemonics will determine the type of grant to be used, depending on the grantee and the grant activity.  Using specific criteria Chemonics will assess the size of the award, and the grantee's financial capability in determining grant type, and disbursement terms. Requests for application (RFAs) will specify the type of grant being solicited.

OBJECTIVES

The USAID-funded Egypt’s Competitiveness (ECP) Program is designed as a comprehensive, fully integrated program to provide a consolidated source for technical assistance (and related training, grants, and commodity support) for economic policy formation and private-sector development. This program supports USAID/Egypt’s overall goal of promoting a globally competitive Egyptian economy benefiting Egyptians equitably.

the ecp GRANTS fund and APProach

Under the Egypt Competitiveness Project, Chemonics will provide funding to Egyptian and U.S. NGOs up to a maximum total value of $2 million to support activities leading to strengthening the competitiveness environment in the Egyptian economy. Grants to U.S. NGO or university are limited to $100,000.

The ECP approach builds on Chemonics’ best practices for grants management and is based on awarding performance-based grants, including cost sharing by the recipients when appropriate. All grants must have a period of performance within the ECP contract period: September 1, 2010 – August 31, 2013, subject to USAID funding. Grants should be programmed to be completed at least

ECP’s grant program will have a period of performance within ECP’s contract period:  September 1, 2010 – August 31, 2013.  Chemonics will consider four different grant mechanisms during the implementation of the ECP program and will determine the type of grant to be used, depending on the grantee and the grant activity.  Separate RFAs will be advertised in full and open competition soliciting applications and using the criteria described in each RFA.

AVAILABILITY OF FUNDS AND OTHER CONSIDERATIONS

Issuance of this RFA does not constitute an award commitment on the part of Chemonics International or the Government, nor does it commit Chemonics International or the Government to pay for costs incurred in the preparation and submission of an application. Chemonics International reserves the right to fund any or none of the applications submitted.
